activex控件在ie中显示不了？！

一直显示为红叉叉。
又特意用polygon.dll试了，还是不行。
1、inf文件内容：

2、用makecert.exe,signcode.exe对polygon.dll做了签名。
3、用iexpress.exe把atl.dll,polygon.dll和inf这三个文件打包成cab，
